THE HAGUE, Netherlands (AP) ? The U.N.'s highest court confirmed Friday that Germany has legal immunity from being sued in foreign courts by victims of World War II Nazi atrocities.

The International Court of Justice said that Italy's Supreme Court violated Germany's sovereignty in 2008 by judging that an Italian civilian, Luigi Ferrini, was entitled to reparations for his deportation to Germany in 1944 to work as a slave laborer in the armaments industry.

Germany argued that the Italian ruling threw into doubt a restitution system put in place after the Nazis' defeat that has seen Germany pay tens of billions of dollars in reparations since the 1950s.

The 15-judge world court said in a 12-3 ruling that the Italian case violated Germany's long-standing immunity, which has been recognized in international law, from being sued in national courts.

"The action of Italian courts in denying Germany immunity ... constitutes a breach of the obligation owed by the Italian state to Germany," world court President Hisashi Owada said.

Rulings by the International Court of Justice are final and binding on states.

German representatives argued last year that if the world court sided with Italy, it would open floodgates for restitution claims by individuals around the world, a situation it tried to avoid in negotiating reparation accords with Israel and with countries that had been occupied during the war, and with specific groups such as the Conference on Jewish Material Claims against Germany.

The international court rejected Italy's argument that states' immunity did not apply in cases of war crimes and crimes against humanity committed by one country's army on the territory of another country.

Rome's case was supported by Greece, whose citizens have similar claims against Germany.

In 2008, the Italian court decided on the seizure of Villa Vigoni, a German-Italian cultural center on Lake Cuomo, to "enforce" the claims by Italians and Greeks seeking compensation. Germany's protest against the seizure formed part of its appeal to the World Court against Italy.

The Greek case involved residents of the Greek village of Distomo, where Nazi troops killed 214 civilians on June 10, 1944 ? one of the worst atrocities in occupied Greece.

Do-It-Yourself No Loan Home Improvements ? How You Can Start ...

Nashville Luxury HomesYou might think that all home improvements cost a lot of money, but that isn?t true.

?

For Nashville Luxury Homes you really don?t need to get a loan to do most little jobs around your house. Usually a professional needs to come in for a major overhaul, because little things weren?t taken care of as they happened, when they wouldn?t have cost much. The good news is that once you learn how to take care of the small home improvements you can save yourself lots of time, efforts and money over the time that you own your house. When you decide to improve your home, these are a few things to do.

Scour your walls. Not many folks remember to wash their walls when they should. The truth is that over time our walls become dingy because they get caked in, well, everything: dust, grime, and other environmental elements. One of the most popular methods of cleansing your walls is scrubbing them with a solution of ammonia and water. You would be wise to begin scrubbing at the top of the walls, working your way towards the floor. You can not imagine how much different your room will look after they have been meticulously cleaned. When you clean the walls, wear gloves to keep your hands safe and open the windows to keep the room aired out.

Clean any rugs or carpets. Rather that clean the carpeting by hand; it might be a better idea to rent a professional carpet machine from your local grocery store. A thorough cleaning can lighten your rugs considerably. This would be a practical move due to the minimal amount it will cost. You simply rent the shampooer from the store and take it back when you have cleaned your floor coverings. Before you pull out your carpet and rugs for replacement, wash them thoroughly first. Their bright appearance might shock you!

New appliances are another option in regard to doing a simple home-improvement job. Many home improvement stores have sales on many items; just pick a couple of them up and replace the old ones in your home. What?s more, most of these new appliances come with great warranties and insurance policies. Some appliances come with free delivery and they will even install it in your home if necessary. Your kitchen can look literally brand-new by changing out the dishwasher, refrigerator, and range. You will save energy when you use new appliances which makes it a great decision to replace them in the first place.

By devoting a little bit of time to projects in your own home, and not hiring out, you can save money using this no loan home improvement system.

Most of the time the biggest cost of home improvement comes from hiring someone to do the work for you. A rule of thumb is to never spend more than you actually can afford to. You may want to remodel a large portion of your residence including your kitchen and bathrooms, however, you might want to just move the furniture around and call it good. So before you do anything, make sure you have enough money to spend and time to work on your projects to get your small home improvements done.

Europe's top clubs avoid big deadline-day signings

By ROB HARRIS

AP Sports Writer

Associated Press Sports

updated 8:54 a.m. ET Feb. 1, 2012

LONDON (AP) -European football's January transfer window closed Tuesday with clubs reining in the lavish spending of recent years in an apparent response to UEFA's strict new financial controls.

While 225 million pounds (then $362 million) was spent last January by English clubs alone, barely 50 million pounds was outlayed by them this month.

"It looks like economically the whole of Europe is becoming a bit more cautious," Arsenal manager Arsene Wenger said.

UEFA revealed last week that the total debt of 665 European clubs had hit $11 billion.

Manchester City alone has invested more than $1 billion on new players in a little more than three years, but the Abu Dhabi owners have curbed their spending and prioritized losing some big earners as it looks to slash a recent annual loss of 195 million pounds ($308 million).

The only incoming deal by City manager Roberto Mancini on Tuesday was to sign 32-year-old David Pizarro on loan from Roma for the rest of the season to bolster his midfield options as the league leaders suffered a setback in their title ambitions with a 1-0 loss at Everton.

Defender Wayne Bridge was sent to Sunderland on loan, although City was unable unload troublesome striker Carlos Tevez, who has not featured for the club since an act of rebellion during a Champions League match in September.

One club interested in Tevez was French leader Paris Saint-Germain, which has been embarking on its own spending spree since the last offseason under Qatari ownership.

Despite pursuing a string of leading players - including David Beckham and AC Milan striker Alexandre Pato - PSG has failed to capture the superstar it craves, although signing midfielder Thiago Motta from Inter Milan on Tuesday will help to soften the blow.

Motta's reported ?10 million signing took PSG's spending this season to more than ?100 million ($131 million), with defenders Maxwell and Alex having joined for a combined ?12 million earlier this month.

"It's normal that it's more difficult to sign someone in Ligue 1 than in Spain or in England," PSG sporting director Leonardo said. "But things can change."

PSG's plans, though, could be curtailed by the looming threat of expulsion from the Champions League for overspending clubs.

In an initial two-year monitoring period that started in July 2011, UEFA's rules allow clubs to make a total loss in the first assessment period up to ?45 million ($58 million). But persistent loss-makers can first be barred from the 2014-15 Champions League.

"Financial fair play has definitely had an impact (in the transfer window)," said Alan Switzer, director of the sports business group at Deloitte. "The 2011-12 season does now count towards the UEFA rules and that will be part of the consideration which clubs will be giving to any transfer."

Former Chelsea chief executive Trevor Birch, who is head of accountancy firm PKF's football side, highlighted uncertainty about how the new rules will be enforced.

"Until these important questions are answered, clubs with a realistic prospect of making it into Europe are going to err on the side of caution and rein in their spending," Birch said. "Many of the top teams have also finally started taking meaningful steps to get their costs under control in response to continued pressure on revenues."

Tottenham was the busiest leading Premier League club on Tuesday but avoided a late splurge despite being third in the league.

Louis Saha arrived from Everton but another striker, Roman Pavlyuchenko, was sold to Lokomotiv Moscow. Two players were sent on loan for the rest of the season: defender Sebastien Bassong to Wolverhampton Wanderers and midfielder Steven Pienaar to old club Everton.

Queens Park Rangers tried to ensure it isn't relegated from the Premier League after only one season by signing two strikers: former Liverpool player Djibril Cisse from Lazio and Bobby Zamora from Fulham.

Zamora was replaced at Fulham by Russia striker Pavel Pogrebnyak, who joined from Stuttgart.

Midfielder Marcus Olsson has joined his twin brother Martin at relegation-threatened Blackburn after signing from Swedish side Halmstad.

Chelsea spent 50 million pounds (then $80 million) a year ago on striker Fernando Torres, who has failed to deliver and contributed to a loss of 67.7 million pounds ($109 million) in the last financial year that was announced on Tuesday.

Chelsea's only major business on this deadline day was signing winger Kevin De Bruyne for a reported 9 million pounds ($14 million) from Racing Genk, but he will remain with the Belgian club on loan for the rest of the season.

In Spain, pacesetters Real Madrid and Barcelona were also quiet, although Barca reached a deal with Alexander Hleb to release the Belarus midfielder from his contract.

In Italy, clubs, players and agents gathered at a Milan hotel and the city's two clubs were the busiest.

Inter Milan signed Porto midfielder Fredy Guarin and Sampdoria midfielder Angelo Palombo, while Sulley Muntari moved on loan to AC Milan.

Serie A leader Juventus signed midfielder Padoin from Atalanta for almost ?5 million ($6.6 million).

For some players, Tuesday was the last time to leave clubs where they aren't playing regularly ahead of the European Championship. Croatia defender Vedran Corluka joined Bayer Leverkusen after only three league appearances for Tottenham this season.

Portugal denies 2nd US appeal for fugitive return (AP)

LISBON, Portugal ? Portugal's Supreme Court has refused a second appeal by the U.S. to extradite American fugitive George Wright.

A court ruling provided to The Associated Press on Wednesday showed judges confirmed a decision last month to deny a U.S. appeal for extradition. They issued their ruling Tuesday without providing details.

The U.S. can lodge a final appeal at the Constitutional Court in Lisbon.

Portuguese police captured the 68-year-old Wright near the capital Lisbon last September, ending his four decades on the lam after escaping from a New Jersey prison.

A lower court judge ruled in November that Wright had become a Portuguese citizen and that, under Portuguese law, the statute of limitations on his 15- to 30-year sentence for a robbery-murder in New Jersey had expired. It consequently refused to send him back to the U.S.

The Supreme Court judges wrote in Tuesday's decision that the U.S. arguments "did not invalidate" the earlier ruling.

In Portugal, foreign authorities must present their extradition request through the local Public Prosecutor's office.

However, the Portuguese Public Prosecutor decided against an appeal. Its reasons for doing so were not made public. In Portugal, extradition cases are conducted in secret.

The Supreme Court consequently ruled that it was not legally permissible for the U.S. to appeal alone, rejecting the appeal on procedural grounds.

Wright's Portuguese lawyer, Manuel Luis Ferreira, told The AP he had not yet seen the Supreme Court ruling and declined to comment.

However, he said that Wright was "happy" with the decision. "It's good for us," Ferreira said by telephone.

Wright, now called Jorge Luis dos Santos after changing his name, is married to a Portuguese woman and has two grown children. They have lived near Lisbon since 1993.

Wright spent seven years in a U.S. prison for gunning down a man during a 1962 gas station robbery in New Jersey. Wright and others broke out of prison in 1970. He was among a group that hijacked a plane in 1972 from the U.S. to Algeria along with other Black Liberation Army militants.

Guinea-Bissau, a former Portuguese colony in West Africa, granted him political asylum in the 1980s when it was run by a Marxist government. Wright then got Portuguese citizenship through his 1991 marriage to a Portuguese woman.

Wright was captured in Portugal after his U.S. fingerprint matched one in Portugal's database of prints for all citizens, according to U.S. officials.

Asian stocks unsteady amid mixed China data (AP)

SHANGHAI ? Asian stocks mixed Wednesday, as a modest improvement in manufacturing data from China offered reassurance over its economic slowdown.

Benchmark oil hovered below $99 per barrel while the dollar rose against the euro and was steady against the yen.

A better-than-expected manufacturing index for January, issued by a government federation, fueled an early rally in most markets across the region. But much of the advance was lost after the later release of a competing, seasonally adjusted survey by HSBC that indicated conditions were still deteriorating.

Tokyo's Nikkei 225 edged up less than 0.1 percent to close at 8,809.79. Hong Kong's Hang Seng was down 0.4 percent to 20,314.21 while Seoul's Kospi added 0.2 percent to 1,959.24.

By afternoon, shares in mainland China had retreated back into negative territory, with the benchmark Shanghai Composite Index shedding 1.2 percent to 2,265.49.

An unexpected drop in U.S. consumer confidence dragged stocks down overnight on Wall Street, where the Dow Jones industrial average lost 20.81 points, or 0.2 percent, to 12,632.91. The S&P slipped 0.60 point to 1,312.41 while the Nasdaq composite index rose 1.90 points to close at 2,813.84.

Overall, though, U.S. shares had their best start in 15 years, thanks to a modest improvement in the economy. Sentiment was further buoyed by hopes of progress in Europe after leaders there agreed on the broad outlines of a deal to tie the countries that use the euro closer together and on hopes that Greece is close to a debt-reduction deal with private creditors.

Yet, the mixed signals from China compounded uncertainties still weighing on investor confidence. That is true especially for Australia, whose economy depends heavily on Chinese demand for its coal and other commodities.

Australia's S&P/ASX 200 fell 0.9 percent to 4,225.70 while India's Sensex dropped 0.7 percent to 17,079.29.

Singapore shares also were lower, while Taiwan, Indonesia and New Zealand gained ground.

Benchmark oil for March delivery gained 15 cents to $98.63 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 30 cents to end at $98.48 per barrel in New York on Tuesday.

In currencies, the euro fell to $1.3038 from $1.3084 late Tuesday in New York. The dollar was nearly unchanged at 76.21 yen.
